    Here's two Vintage Go Kart NOS West Bend 9/16 Clutch DRUMS ONLY 11 & 12 Tooth, 35 chain,  that I got from California Speed and Sport Shop in New Jersey years ago and never used.  I put them on a West Bend 580 Crank Shaft and they fit perfect. I believe they are Spaulding clutch drums.  There's a little discoloration on the inside of one drum but it is perfectly smooth.  Inside diameter of the drums are a hair under 4".  Buyer pays shipping.
